Cal FC upsets Timbers in US Open Cup match

PORTLAND, Ore. (AP) - Artur Aghasyan scored in the first overtime and Cal FC, an amateur team coached by former U.S. national team standout Eric Wynalda, upset the Portland Timbers 1-0 in a third-round match of the U.S. Open Cup on Wednesday night.

Aghasyan, who played for a time last season with Real Salt Lake, charged Portland goalkeeper Troy Perkins in the 95th minute and rifled the ball into the goal as Perkins slid on the turf.

Cal FC, based in Thousand Oaks, Calif., is part of the U.S. Adult Soccer Association and features several former pro players on its roster. The team beat the Kitsap Pumas of the USL Premier Development League and the USL Pro's Wilmington Hammerheads to advance to Wednesday night's match.

"I don't know what to tell you guys," Wynalda said after the match. "I'm a little taken aback by all of this."

Cal FC advances to a fourth-round match against the Seattle Sounders, who have won the last three U.S. Open Cup titles.

Cal FC celebrated on the field long after the victory, pausing to get their pictures taken and applauding the Timbers Army supporters' group, which chanted "Beat Seattle!"

"This team trained once this week," Wynalda said. "All credit to them to figure out how to come out of here victorious. It's pretty amazing."

Seven MLS teams were eliminated on Tuesday from the 99-year-old tournament. The Timbers did not take the match lightly, using many of their regular starters, including Scottish striker Kris Boyd.

Portland was clearly the stronger team but couldn't finish numerous chances, while Cal FC showed tenacity throughout the match.

"There's no excuses for tonight. No excuses whatsoever," Portland coach John Spencer said. "We should come here, we should win the game. I don't think we should win the game easy, but I don't think we should lose the game. Not at all. Totally unacceptable. And there's no excuses."

At one point the fans chanted "care like we do" to the home team.

Portland's Darlington Nagbe fired the ball from atop the box in the 23rd minute, but it was scooped up by goalkeeper Derby Carillo. Eric Alexander also had a chance in the 42nd minute, but his shot just skimmed over the crossbar.

Portland kept most of its starters in for the second, but still had no luck finding the goal. Sub Brent Richards and forward Jorge Perlazza got off three threatening shots, but all went over the bar.

But the crowd was most stunned when Boyd's penalty kick in the 80th minute also sailed over the top.

"Disappointed in myself," a somber Boyd said afterward. "It was a good chance to win the game. I'm disappointed."

The Timbers got stung at the end of regulation when Boyd appeared to twist his left ankle just outside of Carillo's goal. Boyd walked gingerly to Portland's bench. He said afterward that it was not serious.

Carillo finished with 15 saves. Perkins made two.

Cal FC will face the Sounders on June 5 in Tukwila, Wash. Seattle defeated the NASL's Atlanta Silverbacks 5-1 Wednesday night to advance.

The U.S. Open Cup is a single-elimination tournament open to all U.S. Soccer affiliated teams, from the amateur to the professional level. In 2006, Roma FC, a Dallas-based amateur team, made it to the fourth round before losing to the Los Angeles Galaxy.

The Men in Black, a top-secret organization protecting Earth from aliens, returns in ?Men in Black 3.? Director Barry Sonnenfeld also returns for the third installment of the sci-fi action/comedy, based on the comic book series by Lowell Cunningham. Will Smith stars as Agent J, who became the partner of Agent K (Tommy Lee Jones) way back in the series? first installment, in 1997.

In the new film, the alien criminal Boris the Animal (Jemaine Clement) escapes confinement and travels back in time to prevent Agent K from apprehending him in 1969. Boris is a mass-murderer with eyes on further destruction: He wants to lead his hostile race of ravaging aliens to Earth, where it will be their latest conquest.

When the timeline changes, Agent J must also time-travel, back to the early days of the Men in Black program in 1969, to stop Boris from killing Agent K.

He meets the younger Agent K, played by Josh Brolin, and is coerced into revealing the truth to him. The two agents must work together to stop both Borises ? the one from 1969 and now the one from 2012 ? to keep the earth from being invaded.

Brolin is outstanding as the young K ? his mannerisms and method of speaking are eerily similar to Tommy Lee Jones as K. Brolin?s K has a little more hope, a little less world-weariness, but clearly appears as the same gruff, gravelly agent.

Smith plays Agent J with the same smooth cockiness he brought to two previous installments. Even if ?MIB 3? sees Smith and Jones going through the motions to some degree, they have the motions down. With this being Smith?s first film since 2008, there?s some joy simply in seeing the one-time summer box office champ return to the silver screen. And by making Smith?s J travel back in time to 1969, J is still the audience?s entry point to a strange new world. In this case, that strange new world is the 1960s (With aliens, admittedly.).

Michael Stuhlbarg (?Boardwalk Empire,? ?Hugo?) plays the wise yet childlike alien Griffin, who can see the various timelines that the agents could cause by their actions. Emma Thompson plays Agent O, the new head of Men in Black, and Alice Eve plays the 1969 version of O. Tulsa?s Bill Hader has a brief but funny appearance as Andy Warhol.

The time-travel elements will make your head hurt if you think about them too long, but the script keeps things moving quickly to prevent that from happening, at least while the film is rolling. The effects and design are great, and the 3-D is actually not distracting, for theatergoers who choose that option.

With ?MIB3,? the franchise improves from the misstep of ?Men in Black II,? but doesn?t surpass the original. Overall, ?MIB 3? is a fizzy summer concoction with some refreshingly familiar flavors.

As Canada prepares to chair the Arctic Council, Munk-Gordon Arctic Security Program offers 19 recommendations based on international workshop in January

Finding a new way to fund the full participation of northern indigenous groups with Permanent Participant status at the Arctic Council in all of the organizations working groups and activities should be a top priority when Canada takes the chair of the influential inter-governmental organization next year.

The recommendation is one of 19 offered today by one of Canadas foremost initiatives on Arctic issues the Munk-Gordon Arctic Security Program to the Canadian government as it prepares to chair the Arctic Council in 2013.

The proposals flow from a two day meeting in Toronto last January involving more than 100 stakeholders from 15 countries including northern indigenous leaders and six foreign ambassadors.

Canada should show leadership in promoting the robust participation of northerners, regional and territorial governments, and especially indigenous representatives, says Tony Penikett, Special Advisor to the Munk-Gordon Arctic Security Program. To bolster indigenous participation, Canada should lead negotiations for a new funding mechanism to support the research, travel and other expenses that would enable Permanent Participants to fully engage in all the workings of the Arctic Council, including its working groups.

Full members of the Arctic Council are Canada, Russia, the United States, Norway, Finland, Sweden, Iceland and Denmark (Greenland) the eight countries with Arctic territory. Six northern Indigenous groups the Inuit Circumpolar Council, Arctic Athabaska Council, Gwichin Council International, Sami Council, Russian Association of the Indigenous Peoples of the North (RAIPON) and Aleut International Association wield strong influence as Permanent Participants. The Arctic Council is the only international organization that gives Indigenous peoples a formal place at the table.

Unfortunately, a lack of funding for travel and research resources has limited the effectiveness of the Permanent Participants in Council proceedings and working groups.

Says Thomas S. Axworthy, President and CEO of the Walter and Duncan Gordon Foundation: When created in 1996 the Arctic Council broke new ground in international governance by officially recognizing the status of Arctic indigenous peoples through the creation of Permanent Participants. But the effectiveness of this innovation has been hampered by uncertain funding of the Permanent Participants who require resources to participate fully in the work of the council, especially the more technical working groups.

The January conference recognized that, more than ever, it is critical that voices of those who actually live in the north be heard by decision-makers. Therefore to achieve the full value of the indigenous break through made at the creation of the council it is now necessary to develop a robust funding mechanism to enhance indigenous participation. Similarly, the expertise of northern state, territorial and regional governments should be more fully utilized by the Arctic Council."

The paper, "Canada as an Arctic Power: Preparing for the Canadian Chairmanship of the Arctic Council," (available at http://gordonfoundation.ca/CanadaasanArcticPower) recommends that Canada encourage recognition of the special role for regional, state, and territorial governments in Arctic governance and particularly in the Arctic Council. Many of the original parties to the organizations creation advocated an active role for sub-national governments, which is an idea the Council should return to, says Mr. Axworthy.

Authors of the paper note the northern region has become the theatre for dramatic environmental, economic and political change ... Media headlines trumpet the opening of new Arctic sea routes and a rush to resource riches.

The 16-year-old Arctic Council is the most active intergovernmental forum on regional issues today and has been affirmed by key northern nations as the principal venue for discussion of Arctic issues.

May 2011s Agreement on Cooperation on Aeronautical and Maritime Search and Rescue the first legally binding agreement negotiated within the Councils auspices and the participation of U.S. Secretary of State Hilary Clinton at the Arctic Council Ministerial Meeting in Nuuk, Greenland the first ever by a U.S. Secretary of State has increased the organizations clout.

Six non-Arctic nations sit in as Observers today: the United Kingdom, France, Germany, Spain, Poland and the Netherlands, joined by nine intergovernmental and inter-Parliamentary organisations, and 11 NGOs.

With interest growing in the rapidly-changing Arctic, several non-Arctic nations seek Observer status. The paper recommends that any would-be Observer nations first be required to publicly declare [their] respect for the sovereignty of Arctic states and the rights of Arctic indigenous peoples.

Non-Arctic states interested in observer status include China, India, Brazil, Japan, Singapore, South Korea, the European Union and individual European nations such as Italy.

The recommended condition that observers must declare respect for the sovereignty of the Arctic states and the rights of the Arctic indigenous peoples would affect the European Unions consideration as an Observer, due to their stance on indigenous peoples hunting and selling their products on the international market.

Other recommendations to the Canadian government regarding the Arctic Council include:

New Arctic fisheries

Noting that the ice caps recent retreat is creating access to new, largely unregulated fishing grounds with potentially devastating impacts on Arctic marine life and indigenous peoples who rely on the sea, the papers authors call for an assessment of competing interests and existing conflict resolution mechanisms.

They underlined the recent call by 2,000 scientists for a moratorium on Arctic high seas fishing to allow time for research of catch limits and development of an integrated international Arctic fisheries management plan. While the United States and Denmark have adopted this policy, Norway, Russia and Canada have yet to do so and the scientists are especially concerned that countries such as China may soon send its fishers into these unregulated waters.

Says the paper: Should anybody read the term commercial fisheries moratorium to include whaling, Munk-Gordon Arctic Security Program Policy Analyst Ryan Dean observes that Norway, Iceland, and others may object. If the Arctic Council chooses to involve itself in these issues, it will likely focus on assessments and science.

A less ice-bound Arctic will inevitably open opportunities for natural resource exploration and exploitation. Various non-Arctic states have already expressed eagerness to exploit these natural resources. Outside interests will lobby both Arctic Council member states and Permanent Participants, who as the Arctics long-time stewards work to protect sensitive habitats while balancing their rights and interests with the claims of the non-Arctic states.

Emergency management

The paper says the need for continued work on an effective international cooperation agreement on air and sea search and rescue was underlined by two fatal air accidents in Northern Canada and a deadly fire on board a Norwegian cruise ship.

An unprecedented agreement in this field was signed last year in Greenland and will be followed shortly by another on maritime oil spill preparedness and response.

The agreement represents the first binding instrument negotiated under the auspices of the Arctic Council, the paper notes, and although not everybody sees binding instruments as a positive step, others welcome the evolution of the Council from a primarily advisory body to a treaty-negotiating forum.

Says Mr. Axworthy: This is a defining moment for Canada to show that it is a leader in the Arctic region, but it must prepare today for its chairmanship if it wants to be taken seriously as an Arctic power. This Arctic Council chairmanship is a chance for Canada to show that it is an Arctic leader beyond its military capabilities, but also in Arctic governance and diplomacy.

Recommendations for the Canadian Chairmanship of the Arctic Council

Following the Munk-Gordon Arctic Security Program conference, THE ARCTIC COUNCIL: ITS PLACE IN THE FUTURE OF ARCTIC GOVERNANCE, held in Toronto on January 17 and 18, 2012, the Program Steering Committee recommends that Canada focus its efforts during its term as chair of the Arctic Council to promote resilience among Arctic peoples and communities. To meet this challenge, the Canadian government should promote the Arctic Council as the primary international venue for promoting Arctic peoples resilience in the face of climate change, globalization, and resource-use conflicts.

It is, therefore, recommended that Canada:

Propose a new funding mechanism to enable Permanent Participants to fully participate in all of the working groups of the Arctic Council.

Support the Permanent Participants in cooperation with the Arctic Council member states to jointly review the role of the Indigenous Peoples Secretariat (IPS) following the creation of the Permanent Secretariat of the Arctic Council in Troms, Norway.

Propose that any candidate for Arctic Council Observer status must publicly declare its respect for the sovereignty of Arctic states and the rights of Arctic indigenous peoples.

Explore the possibility of joint North American initiatives for the back-to-back chairs of the Arctic Council, particularly where Canada and the U.S. have similar agendas.

Encourage the Arctic Council to recognize the special role for regional, state, and territorial governments in Arctic governance and particularly in the Arctic Council.

Work with Arctic Council states to commission baseline studies of Arctic fisheries management issues that would include tabulations of all species, competing interests, and existing mechanisms for conflict resolution, including a moratorium on fisheries in the high seas.

Promote the continued involvement of youth in working group and Permanent Participant projects.

Declare that any new education, health, or youth program offered by the Arctic Council should proceed only on the basis of multi-year funding commitments.

Make the necessary strategic investments in Canadian Arctic air and marine infrastructure to enable Canada to effectively implement the Arctic Council negotiated accord on search and rescue.

Work to continue the evolution of the Arctic Council from a decision-shaping body into a negotiating forum for new binding agreements.

Propose that the Arctic Council encourage the creation of military forums as confidence-building initiatives and visible example of Arctic cooperation.

Urgently work towards the completion of the Oil Spill Preparedness and Response instrument.

Fund the Canadian Polar Commission to a level equivalent to counterpart institutions in other Arctic states.

Appoint a new Arctic Ambassador as its Senior Arctic Official before retaking the Arctic Council Chair.

Lead discussions among the Arctic Eight to ease the visa restrictions for researchers and delegates of the Arctic Council.

Propose that the Arctic Council adopt a communications strategy based on raising awareness of its goals and programs both to audiences in the Arctic region and the wider world.

As Canada prepares to chair the Arctic Council, Munk-Gordon Arctic Security Program offers 19 recommendations based on international workshop in January

Finding a new way to fund the full participation of northern indigenous groups with Permanent Participant status at the Arctic Council in all of the organizations working groups and activities should be a top priority when Canada takes the chair of the influential inter-governmental organization next year.

The recommendation is one of 19 offered today by one of Canadas foremost initiatives on Arctic issues the Munk-Gordon Arctic Security Program to the Canadian government as it prepares to chair the Arctic Council in 2013.

The proposals flow from a two day meeting in Toronto last January involving more than 100 stakeholders from 15 countries including northern indigenous leaders and six foreign ambassadors.

Canada should show leadership in promoting the robust participation of northerners, regional and territorial governments, and especially indigenous representatives, says Tony Penikett, Special Advisor to the Munk-Gordon Arctic Security Program. To bolster indigenous participation, Canada should lead negotiations for a new funding mechanism to support the research, travel and other expenses that would enable Permanent Participants to fully engage in all the workings of the Arctic Council, including its working groups.

Full members of the Arctic Council are Canada, Russia, the United States, Norway, Finland, Sweden, Iceland and Denmark (Greenland) the eight countries with Arctic territory. Six northern Indigenous groups the Inuit Circumpolar Council, Arctic Athabaska Council, Gwichin Council International, Sami Council, Russian Association of the Indigenous Peoples of the North (RAIPON) and Aleut International Association wield strong influence as Permanent Participants. The Arctic Council is the only international organization that gives Indigenous peoples a formal place at the table.

Unfortunately, a lack of funding for travel and research resources has limited the effectiveness of the Permanent Participants in Council proceedings and working groups.

Says Thomas S. Axworthy, President and CEO of the Walter and Duncan Gordon Foundation: When created in 1996 the Arctic Council broke new ground in international governance by officially recognizing the status of Arctic indigenous peoples through the creation of Permanent Participants. But the effectiveness of this innovation has been hampered by uncertain funding of the Permanent Participants who require resources to participate fully in the work of the council, especially the more technical working groups.

The January conference recognized that, more than ever, it is critical that voices of those who actually live in the north be heard by decision-makers. Therefore to achieve the full value of the indigenous break through made at the creation of the council it is now necessary to develop a robust funding mechanism to enhance indigenous participation. Similarly, the expertise of northern state, territorial and regional governments should be more fully utilized by the Arctic Council."

The paper, "Canada as an Arctic Power: Preparing for the Canadian Chairmanship of the Arctic Council," (available at http://gordonfoundation.ca/CanadaasanArcticPower) recommends that Canada encourage recognition of the special role for regional, state, and territorial governments in Arctic governance and particularly in the Arctic Council. Many of the original parties to the organizations creation advocated an active role for sub-national governments, which is an idea the Council should return to, says Mr. Axworthy.

Authors of the paper note the northern region has become the theatre for dramatic environmental, economic and political change ... Media headlines trumpet the opening of new Arctic sea routes and a rush to resource riches.

The 16-year-old Arctic Council is the most active intergovernmental forum on regional issues today and has been affirmed by key northern nations as the principal venue for discussion of Arctic issues.

May 2011s Agreement on Cooperation on Aeronautical and Maritime Search and Rescue the first legally binding agreement negotiated within the Councils auspices and the participation of U.S. Secretary of State Hilary Clinton at the Arctic Council Ministerial Meeting in Nuuk, Greenland the first ever by a U.S. Secretary of State has increased the organizations clout.

Six non-Arctic nations sit in as Observers today: the United Kingdom, France, Germany, Spain, Poland and the Netherlands, joined by nine intergovernmental and inter-Parliamentary organisations, and 11 NGOs.

With interest growing in the rapidly-changing Arctic, several non-Arctic nations seek Observer status. The paper recommends that any would-be Observer nations first be required to publicly declare [their] respect for the sovereignty of Arctic states and the rights of Arctic indigenous peoples.

Non-Arctic states interested in observer status include China, India, Brazil, Japan, Singapore, South Korea, the European Union and individual European nations such as Italy.

The recommended condition that observers must declare respect for the sovereignty of the Arctic states and the rights of the Arctic indigenous peoples would affect the European Unions consideration as an Observer, due to their stance on indigenous peoples hunting and selling their products on the international market.

Other recommendations to the Canadian government regarding the Arctic Council include:

New Arctic fisheries

Noting that the ice caps recent retreat is creating access to new, largely unregulated fishing grounds with potentially devastating impacts on Arctic marine life and indigenous peoples who rely on the sea, the papers authors call for an assessment of competing interests and existing conflict resolution mechanisms.

They underlined the recent call by 2,000 scientists for a moratorium on Arctic high seas fishing to allow time for research of catch limits and development of an integrated international Arctic fisheries management plan. While the United States and Denmark have adopted this policy, Norway, Russia and Canada have yet to do so and the scientists are especially concerned that countries such as China may soon send its fishers into these unregulated waters.

Says the paper: Should anybody read the term commercial fisheries moratorium to include whaling, Munk-Gordon Arctic Security Program Policy Analyst Ryan Dean observes that Norway, Iceland, and others may object. If the Arctic Council chooses to involve itself in these issues, it will likely focus on assessments and science.

A less ice-bound Arctic will inevitably open opportunities for natural resource exploration and exploitation. Various non-Arctic states have already expressed eagerness to exploit these natural resources. Outside interests will lobby both Arctic Council member states and Permanent Participants, who as the Arctics long-time stewards work to protect sensitive habitats while balancing their rights and interests with the claims of the non-Arctic states.

Emergency management

The paper says the need for continued work on an effective international cooperation agreement on air and sea search and rescue was underlined by two fatal air accidents in Northern Canada and a deadly fire on board a Norwegian cruise ship.

An unprecedented agreement in this field was signed last year in Greenland and will be followed shortly by another on maritime oil spill preparedness and response.

The agreement represents the first binding instrument negotiated under the auspices of the Arctic Council, the paper notes, and although not everybody sees binding instruments as a positive step, others welcome the evolution of the Council from a primarily advisory body to a treaty-negotiating forum.

Says Mr. Axworthy: This is a defining moment for Canada to show that it is a leader in the Arctic region, but it must prepare today for its chairmanship if it wants to be taken seriously as an Arctic power. This Arctic Council chairmanship is a chance for Canada to show that it is an Arctic leader beyond its military capabilities, but also in Arctic governance and diplomacy.

Recommendations for the Canadian Chairmanship of the Arctic Council

Following the Munk-Gordon Arctic Security Program conference, THE ARCTIC COUNCIL: ITS PLACE IN THE FUTURE OF ARCTIC GOVERNANCE, held in Toronto on January 17 and 18, 2012, the Program Steering Committee recommends that Canada focus its efforts during its term as chair of the Arctic Council to promote resilience among Arctic peoples and communities. To meet this challenge, the Canadian government should promote the Arctic Council as the primary international venue for promoting Arctic peoples resilience in the face of climate change, globalization, and resource-use conflicts.

It is, therefore, recommended that Canada:

Propose a new funding mechanism to enable Permanent Participants to fully participate in all of the working groups of the Arctic Council.

Support the Permanent Participants in cooperation with the Arctic Council member states to jointly review the role of the Indigenous Peoples Secretariat (IPS) following the creation of the Permanent Secretariat of the Arctic Council in Troms, Norway.

Propose that any candidate for Arctic Council Observer status must publicly declare its respect for the sovereignty of Arctic states and the rights of Arctic indigenous peoples.

Explore the possibility of joint North American initiatives for the back-to-back chairs of the Arctic Council, particularly where Canada and the U.S. have similar agendas.

Encourage the Arctic Council to recognize the special role for regional, state, and territorial governments in Arctic governance and particularly in the Arctic Council.

Work with Arctic Council states to commission baseline studies of Arctic fisheries management issues that would include tabulations of all species, competing interests, and existing mechanisms for conflict resolution, including a moratorium on fisheries in the high seas.

Promote the continued involvement of youth in working group and Permanent Participant projects.

Declare that any new education, health, or youth program offered by the Arctic Council should proceed only on the basis of multi-year funding commitments.

Make the necessary strategic investments in Canadian Arctic air and marine infrastructure to enable Canada to effectively implement the Arctic Council negotiated accord on search and rescue.

Work to continue the evolution of the Arctic Council from a decision-shaping body into a negotiating forum for new binding agreements.

Propose that the Arctic Council encourage the creation of military forums as confidence-building initiatives and visible example of Arctic cooperation.

Urgently work towards the completion of the Oil Spill Preparedness and Response instrument.

Fund the Canadian Polar Commission to a level equivalent to counterpart institutions in other Arctic states.

Appoint a new Arctic Ambassador as its Senior Arctic Official before retaking the Arctic Council Chair.

Lead discussions among the Arctic Eight to ease the visa restrictions for researchers and delegates of the Arctic Council.

Propose that the Arctic Council adopt a communications strategy based on raising awareness of its goals and programs both to audiences in the Arctic region and the wider world.

Brother of doctor who helped CIA bin Laden hunt seeks US protection

PESHAWAR, Pakistan ? The brother of the Pakistani doctor imprisoned for helping the CIA to track Osama bin Laden says the family needs protection, and the U.S. government should provide it.?

Jamil Afridi, elder brother to Dr. Shakil Afridi, spoke to NBC News on Monday in Peshawar, after he and his lawyers addressed a group of journalists about his brother's case.?

"My appeal to the U.S. government is that they give Dr. Shakil protection, and give us ? his brothers and sisters ? protection as well," said Afridi. "We have no protection here."

Dr. Shakil Afridi was arrested in the weeks after the May 2011 U.S. raid on the bin Laden compound in Abbottabad, Pakistan. The doctor ran a fake vaccination campaign for U.S. intelligence as part of an attempt to get inside the compound and confirm Bin Laden's location. Though those plans failed, U.S. officials have said Dr. Afridi's efforts did help lead them to bin Laden.?

Pakistani doctor Shakil Afridi was jailed for 33 years.

Dr. Afridi was tried under a legal system known as the Frontier Crimes Regulation (FCR), which applies only in Pakistan's semi-autonomous tribal areas. Trials are conducted by a local government official in consultation with tribal elders, and the accused are not allowed legal representation. Dr. Afridi was convicted on treason charges and sentenced to 33 years in prison.?

His brother dismissed the charges against Dr. Afridi as "false," saying he did nothing against Pakistan's national interest, and that "anything" could happen to him or his family now.?

'Schizophrenic ally': US to ax $33 million in Pakistan aid?

"For one whole year, we had no idea where he was ? whether he was alive or dead," said Afridi. "Now they say he's in Central Jail, Peshawar, but we're not allowed to see him."

Dr. Afridi's conviction further complicated already tense relations between the U.S. and Pakistan. U.S. officials demanded his release, claiming his efforts helped to capture an enemy to both Pakistan and the U.S. But Pakistani officials have called Dr. Afridi's decision to work for a foreign intelligence agency a "serious offense."?

U.S. officials say they expect to continue the conversation about Dr. Afridi with their Pakistani counterparts, but the list of unresolved issues between the two countries continues to grow.

In the last week alone, there have been four strikes carried out in the border region with Afghanistan.?

Over the past few weeks the issue of child detention has once again reached the headlines of the British press. Despite the government?s promise that this ugly practice has stopped, the Refugee Council found that children continue to be detained by wrongly classifying them as adults. Such a classification is usually the end result of a procedure known as ?age-disputes?.

Disputing the age of an asylum-seeking child is a controversial practice in itself, not least because there is no certain way of establishing someone?s age by their physical and biological features. Now it seems the UKBA are taking this practice one step further, by using it to rid themselves of any responsibilities towards the protection of children who also happen to be migrants. It seems to remain true, that for the UKBA children in the immigration system remain migrants first, and are children only second.

The debate on ending child detention also reveals something else. This debate, valuable and important though it is, shows that child migrants are still mainly thought of either as vulnerable, or as adults in disguise trying to ?play the system?. However, the picture of child migrants in the UK is significantly more complex. My colleague Dr Nando Sigona and I are trying to add other experiences, voices and issues to this debate with our recently published report ?No Way Out, No Way In?. In the report we explore the every day lives of migrant children without legal immigration status and their families in the UK.

120,000 kids
Little is known about this hidden population and even this study can only be explorative. Yet, it sheds an important light on some of the issues these children face. One of the main findings of the report is that we estimate that there are 120,000 children living in the UK without legal immigration status. More than half of these children were born in the UK and another large proportion of them have lived in the UK most of their lives.

Considering the numbers of other child migrants in the UK, this number is quite significant. For example, there were only 1,717 new asylum applications by unaccompanied minors in 2010 and in 2009 there were 1,120 children, mainly dependant, detained for immigration purposes (Sigona and Hughes, 2012:8). This is not to say that every child put in detention is not one too many, but it helps to place the number of migrant children without legal immigration status in the UK into context. However, it is not just the size of this group of children that should persuade us to open our eyes to them, but also their experiences in the UK.

Everyday experiences of fear and confusion

These are children who are trapped between laws protecting children and the enforcement of migration control, where the rules themselves are often contradictory and change frequently. So far neither of these policies have resulted in the achievement of its respective goals, that is to protect children or ?be tough on immigration?. Instead, they have created a situation where a large number of children in the UK find themselves at risk of destitution, exploitation and social exclusion simply because of their immigration status ? a situation most are not even responsible for or aware of.

For many children with irregular migration status, it is the every day things they struggle with, things that most of us probably take for granted. Such as for example when they are refused to register with a GP, being discharged from hospital together with a bill of several thousands of pounds, or being turned away from a school for not having the right passport. An all-penetrating fear of deportation often means that the police force is not seen as trustworthy and so is not approached, even in such serious circumstances as non-payment of wages or an abusive partner or parent.

These are services and protections that the British government usually values highly and credits itself for. So how come that they are only available to some children and not all?

Shifting the debate
The difficulty of shifting the debate was once more illustrated by the answer given to Baroness Hamwee, when asking a question based on our report in a debate in the House of Lords last week: ?My Lords, the Question relates just to those seeking asylum. Obviously there are other means of dealing with those who have failed to get asylum status [?] However, I think that my noble friend?s question is wide of the Question on the Order Paper.? It will be hard to ever ask a question about these children and the government?s response to this situation in either Houses of Parliament, if no debate on the topic will be scheduled.

Unless we see migrant children, whatever their immigration status, for what they are ? children ? the government will continue to fail in delivering its commitments to the protection of all children in the UK. There is a reason why there is a universal convention just on the rights for children, signed by all bar two countries in the world. It is that children have special rights and needs for protection because they are children. However, when children are also migrants in the UK, their immigration status still seems to play the dominant role, rather than the fact that they are children.

It is time to broaden the debate on migrant children in the UK, to include all ?children resident in the UK and to make sure that the government keeps its commitments according to the UN Convention on the Rights of the Children. This commitment to children must be, and remain, the first priority. If not, we create a risk of producing a generation of disenfranchised youth, non-deportable and yet excluded from citizenship and society.

Gas prices lower on Memorial Day: How much will you save?

Gas prices have fallen an average 27 cents a gallon since April and are 12 cents lower than last Memorial Day. With gas prices down, experts predict more Memorial Day travel, dining, and shopping.

More Americans will hit the road this holiday weekend than a year ago. And they'll have a bit more money to spend thanks to lower?gas?prices.

Memorial Day kicks off the summer travel season, and since pump?prices?never reached $4 or $5 a gallon ($1.05 to $1.32 a liter), as feared, economists says travelers are likely to dine out or shop more once they pull off the road.

About 30.7 million Americans will drive more than 50 miles (80 kilometers) for Memorial Day trips, according to auto club AAA. That's 400,000 more than last year, a jump AAA attributes to improvement in the economy and consumer attitudes. The number of holiday travelers grows to 34.8 million when you include planes, trains and other means of transportation.

A drop in?gas?prices?encouraged Americans to spend more at restaurants and bars in April. And that trend could continue over the holiday. Pump?prices?are down 27 cents a gallon since their peak in early April, to $3.67 a gallon (nearly $1 a liter), where they're likely to stay this weekend, predicts Tom Kloza, the chief oil analyst at the Oil?Price?Information Service. That's 12 cents cheaper than last year. Over the weekend, U.S. drivers will burn about 1.2 billion gallons of gasoline ? and spend $144 million less on?gas?than last year.

Restaurants, movie theaters and retailers hope some of that savings goes to them. Just last month, AAA and IHS Global Insight, the firm that analyzed the AAA study, were expecting travelers to spend less on entertainment, dining and shopping on vacation and devote more time to family and friends. .

Now, travelers might take longer trips or spend more on other things "because there's more money left in their pocket," says John Larson, vice president for IHS.

Still, most people need to restrict their travel budgets. For many, incomes are growing slightly if at all. Household debt remains high. And although the increase in the stock market over the past year has helped some regain wealth lost in the recession, there is still a ways to go. A recent report from the Federal Reserve shows that American household wealth would have to rise by 13 percent to return to pre-recession levels.

Every Internet startup goes through five distinct stages on the way to making money and succeeding. This article shows you how to identify and guide an Internet startup through each stage and succeed early.

Startups can be any type of enterprise ranging from a blog about baking, to an affiliate marketing website, to an eCommerce store. Whatever your startup does, it will go through the same five stages on the way to success.

Identifying and understanding each of these stages in your own business can help you to tackle the right business challenges at the right time.

If you are thinking about starting an Internet business, or have just started one, then it is likely that you already know that coming up with a good idea, and identifying a need or niche to fill is crucial ? so I won?t rehash that here.

Instead, I?m going to look at Internet startups from a different angle. I?m going to tell you what you ?experience?, what to look out for, and where to find more information once you?ve identified where in the business life-cycle your enterprise is.

1. Your Internet startup is launched

Once you?ve had your business brainwave and put in the sleepless nights putting everything together, building a website, researching the competition, learning about the market, it comes time to launch your business.

Characterized by: Lack of customers and traffic. Little to no revenue. Technical issues. Bugs. Procedural problems. Poor design. Poor implementation.

Strategy: At this point, you need to work hard to ensure that the visitor or customer experience is improved at an exponential rate. Recognize that it is often not possible to make a startup perfect out-of-the-box, and endeavor to eagerly take on advice and criticism in order to improve your business offering.

For a blogger this could mean, rethinking your writing style. For an affiliate marketer, this could mean offering more high quality content with less advertising. For an eCommerce site, this could mean upgrading to a better quality eCommerce shopping cart platform.

Remember that no business is immune to change. Especially Internet businesses. If you don?t continue to adapt and grow, your customers will eventually be drawn elsewhere.

Take a break. Take some family time. Celebrate a job well done. Then, get back to work.
